Rear bumper pushed in about 1' 200 1988

When I bought my '88 240 about six months ago, I noticed that the rear bumper, passenger side was pushed in about an inch or so. No damage to the surface, I guess the 5 mph bumper shock (or whatever it's called) is pushed in on that side due to a low speed bump. Is there a way to push the assembly back to it's normal position, such as using a porta-power jack, or maybe replacing the shock on that side? Thanks- Brett
