How to improve gas milage? 700 1987

Besides cleaning throttle body,flame trap and air idle valve, replacing air filter and spark plugs, is there anything else I can do?
Right now I have about 280K and gas consumption (combined)is 20-22 mpg in winter time, oxygen sensor has never been changed.
