Sometime a dog on accel, sometimes not 900 1991

I have intermittent problem with 91, 940 turbo. Sometimes acceleration is a dog (not real bad, just marked difference) and other times not. As far as can tell, not hot or cold related. Runs smooth, just not alot of power.

Could sticking waste gate cause this problem? Looking for some ideas on what and how to check. I'll probably order new knock and o2 sensors (230,000 miles on them), but want to isolate the problem in case I need to order another part.
