Idle Driving me crazy 900 1994

Ok. 94 945 n/a. 153k. Regina car.
my idle is driving me crazy, as it has for the past 6 months. Haev tried to fix many things. Great experience, but still driving me crazy.

Car starts and runs fine. When the car tuns for 10 - 15 seconds, the idle fluctuates, hunts, whatever you want to call it between 750 and 900 rpm, non stop, every second. Whoom, whoom, whoom. I have done the following.

cleaned: TB, IACV,
replaced: intake mani. gasket, plugs, rotor, cap, RPM sensor(fixed other problem), timing belt (needed it), O2 sensor(code popped up).

I am sick of trying things.

I believe that it is a vacuum leak, but I am not sure how o find this.

I brought the car into indy shop and they told me it was my ECU. Ha, wrong.. put in two correct ECU's and they didn't work either. It muct be something else.

Please help me. My wife wants to get rid of the car. Which is in great shape otherwise.
