Heat won't shut off-760 700

The heat in my ' 84 760 Turbo (with automatic climate control) won't shut off, even when I switch the ECC to "off." The thumb wheel on the dash doesn't really affect the temperature coming out of the vents when I move it either. The fan speed will decrease/increase however. Do I need a new heater valve? I've replaced lots of vacuum lines on this car already. It really gets hot inside of the car even on these cold days!
