SMOG Failure 200 1990

Went for a Free SMOG Retest and it failed again. Check engine light came on, CO2 and HC remained the same and NO went up after FRP, O2 sensor, Throttle body cleaned, tune up, oil changed was replaced. The reason I have not donated the car are (timing belt, tensioner, all other belts, water pump, throw out bearing and couple gaskets brakes and rotors area all new.
