sticky/lazy tachometer 900 1993

I have a 1993 940 non turbo that runs great. The problem is the tach. seems to get stuck at a certain RPM. You can hear the engine isn't revving that high. The next time you start it everything is fine. Is this electrical or something mechanical? Where do you start to look? Thanks matt
