Speedometer failing? 700 1987

We just spent an unexpected $500 on replacing the distributor, and NOW the car's speedo seems to be going wacky - the needle is responding very slowly to changes in car speed, and, when I stop, it hovers at whatever the last speed was, going down very very slowly if I stay stopped.

Bad speedometer unit? Bad sender?
