I want my turbo back!! and overdrive fuse blew twice in 2 weeks 700 1986

I had a horrendous oil leak from the turbo drain tube and took it to a Indy who replaced the gasket at the top of the tube and the o-ring. The leak has been repaired. However, since I got the car back I've noticed that when I stomp on the accelerator (as I do occasionally) the turbo needle (which used to jump instantly into the yellow area at about twelve 11 o'clock and climb steadily to 12 and 1'oclock (when I am really late) now barely gets into the yellow area of the gauge. There still is sufficient torque to move out in traffic, but the turbo just seems labored and I have yet to get it to the 12 o'clock position (and I really tried this morning). Any ideas or is my turbo just starting to get tired. I use Mobil1 and have used it since acquiring the vehicle about 2 years ago, oil changes every 5000, had catalytic converted and exhaust system replaced a year ago, and I cleaned the throttle body manually about 4 months ago (it was very dirty). Last night I did the Seafoam thing and the idle improved slightly, acceleration is as smooth as ever, but I WANT MY TURBO BACK!!!

Also, in the last two weeks my #12 fuse blew which also affects overdrive (and backup lights on the 86 740). Any ideas where to start on that one too?
