86 245 has NO Spark Advance at any RPM 200 1986

86 245 Started getting poor 20MPG and not a lot of spunk but ran OK.
Thought I had a fuel problem and checked vac leaks, AMM, FPR, grounds,
and all checked OK. Checked Timing and have a rock solid 12 degrees BTDC
but will not advance at any RPM. Rechecked vac grounds etc and no change.
Could Distributor, ICU, or Wiring cause this and what may be the most likely.
What else could I check? Before blindly replacing Parts. Thanks
