240 Rear lamps 200 1989

I'm having quite a time figuring this out. RH rear lamps are having intermittent problems. When I measure voltage on say the brake lamps the LH has about 11+ volts, the RH only has about 7 volts. Is there a 'Dirty relay' somewhere on this ,and where is it located?? Thank you!
