heater control valve 900 1993

What is the function and purpose of the vaccum control valve in the heater hose between the head and the firewall? The plastic hose barb broke and I temporarily replaced the valve with a short length of copper tubing. I assumed that I would have full on heat but not so! The heat is still regulated from the dash controller. Why should I replace the valve? Brenson
