1990 240 random idle problem 200 1990

Help! My 1990 240 ,at times,will idle at about 1100 rpms in park. This seems to occur after interstste driving or if I run the AC.I can turn off the ignition and restart ....Idle's fine. Code 311 is being stored..."not recieving signal from vehicle speed sensor". Replaced sensor in the differential...No effect. Swapped speedo cluster [k10042]...No effect, new iac valve and swapped fuel and ign. computer # 951 fuel and 169ign.no effect.Thanks Very much for any thoughts!!!! Note: With regard to the AC the car continues to idle up when I turn the AC off.DAVID.
