1995 960 Code 241 How Get rid of 900

I have a 95 960 with a 241 code which is egr low flow I have taken off the intake and thourghly cleaned where the egr routes through and it was plugged solid then i cleaned the tubing and even the egr valve and checked the vaccuum line for the valve and everything worked but the code still comes up is my only option to replace the valve or what the only reason is i am selling the car and someone wants it but they would like the check engine light off any help would be appreciated thanks
