Rough Idle, OBD Code 3-1-1 200 1989

My 245 DL non-turbo idles roughly. Timing is at 16' and will not change when I move the distributor. Idle speed is high at 915 rpm. I get OBD error message 3-1-1. Reset several times. Also checked TPS and speedo connections (all fine).
