Cold Idle Question - Is this normal? 900 1995

On a cold day of -10 Celcius, with the car cold, my 95 940 does not idle above 750-900 RPM when first starting and idleing it. Is this normal? Should it not idle fast until a certain temp?

So the question is what is a normal idle speed when the car is cold, and how long does it remain at that RPM?

I have been having various idle problems lately, and I am not convinced it is the RPM sensor or others. I have have thoroughly reviewed the FAQs. When the hot no-start problems occur, I still have fuel at the rail and spark.

By way of background, the car has been giving me hot start problems for the past while. But the weird thing is that when the temp gage is about 11 o clock, the engine will rev up to 1500 to 2000 rpm when the car is idling. Lasts about a minute then stumbles and returns back to normal idle. When it is revving if I press the gas peddle it stumbles and almost stalls. Also when it is revving, if I pinch of the house from the IACV, the car returns to a normal idle.

I am thinking there is a connection with the ECT or other type of sensore and the IACV. Might this be a sympton of a failing ECT or IACV.
