Trailer wiring and bulb out indicator

I am installing a trailer hitch and I have searched the forum for info about the wiring of the lights. I understand that I need a converter from a 3-wire to a 2-wire system. I looked at what U-Haul offers and they have a converter for $17. They also have one for $40 that uses juice from the car battery.

I have read that the unpowered converter will cause the bulb out indicator to come on because of the extra juice it pulls. What is not clear from the forum is if that will always be the case, or only when a trailer is actually plugged in. Since I will only use a trailer occaisionally, I could live with the indicator coming on while trailering, but working properly when there is no trailer. But if it will be lit with or without a trailer plugged in, then I would shell out the extra cash for the powered converter.

Can anyone tell me what the bulb out indicator will do ?
