745 Brake Lights Inop 700

I have a problem with my 1991 745 Wagon (No Cruise Control option installed.)

The brake lights wont work. I step on the pedal, nothing. No telling how long theyve been that way. I got no bulb failure light. I check fuse #4 15amp = GOOD. I pull all 3 bulbs, RH bulb had toasted element. For grins, I bought 3 new bulbs 2 x 1157 1 x 1156LL. Installed, tried again. No brake lights. I pulled under dash cover to access brake light switch = switch Ok. 12 volts at wire, no volts at other, volts at both wires when brake pedal pressed down. I hooked up a jumper wire, and still no success. I pulled the red wire at the LH stop light and hooked up the voltmeter, stepped on the brake and peered over the back seat to watch, it showed 12 volts when I push it. zero when I let go.

What am I doing wrong here?

BTW - I am not confusing the brake lights for the 2 rear fog lights. Any input appreciated.
