AC CONTINUES TO RUN 900

I never saw this before and I'm puzzled. Just purchased this 1994 automatic. I noticed the rpm's hunting, looked under hood and saw AC compressor running while it was 40 degrees outside with climate dial set mid range between cold & hot. The AC button is not depressed to operate AC, and the fan direction switch is not set to defrost. If I shut all AC buttons off and turn temp switch to cold, it definetley is blowing air conditioned air into car. Could it be the switch you press has failed in the "ON" position? HELP!
