How do I adjust the parking brakes on my wife's 1991 745?

I removed the ashtray from the console expecting to expose a parking brake adjuster within.

PROBLEM: there is no opening for the adjuster... just molded black plastic.

Is the adjuster located elsewhere on this model Volvo?
