1990 Auto transmission OD stuck 200 1990

I have a 1990 240 DL wagon with an automatic transmission. The 4th gear lock out has been stuck on for longer than I care to admit. If I remove the OD relay, will the transmission revert to a 4 speed? Is the relay the real source of my trouble, or is it something else?
