HC Inspection Failure 200

Hello,

My 82 DL just went for state inspection (NJ) and failed for high HC. The readings were:

HC Actual=161 Pass Limit=100

CO% Actual=.49 Pass Limit=.50

NOX=NA Low Milage Exception

As you can tell the HC was a little high and the CO just passed. The car has a new Cat,Injectors,Plugs,Rotor and Cap and is in very good condition. The last inspection 2 years ago the car aced the test including NOX. Any suggestions. Thanks
