1983 no start no spark no power to fuel relay 200

A friend of mine has a 83 240 he lives too far for me to help him hands on he has sent me every part I can think of to test and they all work, control unit inside, coil, control unit outside 1317295, distributor, changed engine wire harness yes a good one, there is power going to the coil but no spark at plugs and one of the relays will work unless grounded with a test light. But still no spark I am at a lose for ideas. Also checked amm,and its fine. does anybody have any suggestions?
