Broken support arm bolt '64 120-130

somewhere along the line the rear bolt that hold the coupling around the axle of 64's Support Arm, right at where the threading starts and im having a whale of a time backing it out of the arm. Are these things even ably to come out, or will i be forced to get it drilled out and a new larger bold threaded in. Or even worse, have to get a new arm....
