2 Dash Electric Problems Un-Addressed by Brickboard FAQ 700 1986

2 problems not specifically addressed in the FAQ section.

#1 - Speedometer will read up to 40mph and no higher.

#2 - Fuse #9 Blows everytime the A/C is activated (not when fan is turned on)

If there's an expert out there who's resolved these issues and can help me figure it out, then I'll start sending money to this website.
