Rear door hinge ground wire and sealant 200

I just changed the right wiring harness in the wagon rear door. The black ground wire is broken on both hinges. It looks like a pain to change. Are they necessary or are they just redundant wires to make sure there is ground through the hinges?

Also there was a sealant around the hinge bolts on the roof. It kind of looked like dried up plumbers putty. Any suggestions for a suitable replacement?... Plumbers putty? or silicone caulking?
