engine idle speed too fast 200 1990

hello all brickboarders, I wanted to see if the solution to the high idle speed is the need to change the ECU . I have done a lot of replacements and cleaning and the car still runs too fast at idle and makes skifting into rev. or drive very rough I am affraid something will end up breaking. Thanks for looking Rich
