Hot air flows into cabin when fan is off, varies with vehicle speed 200 1986

Hi all, I can't find any information about this problem so I was hoping maybe someone else had experience with this issue and its cause.

Car is an '86 240 wagon with 150K miles. Whenever I drive it, hot air flows through the dash vents into the cabin. At highway speeds, it's like I have the blower turned on to a middle setting. The air is the same temperature (hot)regardless of the position of the sliding climate control switch - even when I have it all the way on the cold side. While sitting still, no air comes through the vent.

When I press the recirculate button, the air flow stops immediately, regardless of vehicle speed. I haven't had the car for long, and it has behaved in this manner from the time I bought it, so I don't know if this is normal or not. And if it's not normal, what are some likely culprits?

Also, why do you suppose that changing the position of the temperature slider has no effect on the outlet air temp.?

Any help is greatly appreciated.
