745 horn stuck on! 700

Hi--I have a 1987 745T wagon. Today, when starting up earlier in the day, the horn made a bleating sort of sound, then quit. On a start up about 45 mins later, the same sound. After driving a few blocks, the horn sounded and got stuck on! I pulled the fuse, which leaves me with no wipers on a rainy Portland afternoon. Anyone have any ideas?
