front license plate attachment - 91 740 700 1991

lost my front license plate which is fitted to my rubber/plastic bumper. It looks like there were some holes with bolts which expanded when tightened which connected the license plate. All I have now are some shallow holes in the front bumper, no expandable bolts.

Any ideas or products out there which would allow me to re-attach my lic plate to the front bumper? (cheaply and quickly)???
