New timing belt slips forward off of tensioner on B230FT engine 700 1991

I replaced the timing belt after doing the front seals and upon starting the car, found that that the timing belt is slipping forward on the tensioner wheel, misaligning it for the cam sprocket. It was half off and rubbing on the timing cover after only about 1 min of running. All 3 gears and the tensioner seem to be lined up in the same plane and I torqued them as per the specs. I'm pretty sure there wasn't a large washer for the tensioner pulley to hold the belt on when I disassembled and I can't find one now.
The belt is an after-market one.
