continuing horn problems 200 1991

I am still having horn problems after cleaning the ground wire in the steering collum, which was suggested by another member here .I have eliminated two possible things that could be causing the intermittant horn . I am getting voltage to the horns and the ground connection on the steering collum is good . The last and only thing left is the horn contacts . How do I get to them ?.My 1991 has an airbag in the steering wheel, how can I get to the horn contacts being that the airbag is in the way . Do I need to get another steering wheel ? can I get at the contacts ,I also heard the horn contact reel has to be replaced ???? .Please help.
