irregular idle? 700 1990

I have a 1990 volvo turbo with a weird engine idle, when starting [cold] the engine will rev about 1500rpms as it drops slowly toward 1000rpms it will give bumpy hesitations. Once the car is warm and I drive it is fine, stopping for lights etc., it purrs nicely at 1000.
