Alarm Malfunction? 900 1996

Recently my turn signal indicator lights on the instrument panel have begun going on and off erratically--sometimes the left, then the right, and sometimes both together as if the hazard lights were on. Today, my horn sounded for about 10 seconds. Also, the blinking alarm light on the dash has stopped blinking. Today I had to get my battery recharged too. What is the problem and how can I fix it?
