Failed TX Emissions Test 200 1987

Couple years ago I failed the emissions test with high NOX. Did all the regular tuneup stuff and replaced the cat and passed easily. This year I failed with high CO and marginally high HC. NOX was about half the limit. Here they are:

High Speed (25 mph) 1695 RPM
Standard Current reading
HC(ppm) 174 211
CO(%) 1.12 4.21
CO2(%) 12.7
O2(%) 0.0
NOX(ppm) 1258 633
Dilution >6.0 16.91

At low speed (15 mph @ 1676 RPM) HC was the same at 211 and CO went up to 6.11.

Car was fully warmed up. Flametrap cleaned and oil changed a week ago. Runs well and gas mileage seems reasonable (don't know exactly because of odo failure). Any suggestions would be greatly appreciated.
