EGR troubles continue 700 1990

I got home today, picked up my package from the neighbor's front steps (nice delivery) and just finished installing my new NTC EGR temp sensor.
I tested and cleaned the new sensor. It worked fine.
My error code... persists. I cleared the code with the OBD light and button and pulled the batt cable because the code would not clear. It came back both times. 4-1-3 faulty of no EGR temp sensor.

I have voltage to the probe (5Vdc) and think that either this is not enough or I have the wrong EGR temp sensor and it should be PTC. The dealership where I got this did the "repair" of the EGR system and made a frankenstein setup. They used a pipe from a pre-90 and a valve from a post. The two have NTC vs. PTC sensors.

Do I not have enough voltage to my probe?
Can someone help me ID which type of Bosch ECU should have what sensor type(NTC/PTC)?

I'm getting really frustrated with this crap. I think that the dealership (used only) used the wrong sensor type and that's the whole problem. My parents had this car before I did and I have no idea if the check engine light has been on the whole time or not.
