O2 Sensor Welded in?? 200 1989

Is it possible to weld in an O2 sensor. I have been trying to get mine out with no avail. It looks like the front pipe that was ordered had the plug on the opposite side and they must have cut a new hole to insert the sensor. Therefore I think they welded it in. Is this concievable
