Camshaft bolt stuck 700 1986

I’m in the middle of replacing the timing belt and front seals, but I can’t get the cam shaft bolt off; I’ve used PB Blaster and tried holding the gear with the old timing belt but no luck. In fact, the cam gear has moved a bit as I tried to undo the bolt; so far, the gear pops back into alignment between the gear dimple and the rib on the timing belt cover, but I’m worried I’m going to mess something up.
Is there a good way to get this bolt off without moving the gear? I appreciate the help.
