No Start/Power to Starter when Key To Start 200

My 1990 240 Automatic does NOT start all of a sudden. It gave me a little trouble a few days ago, but I thought that was just moisture--lots of rain. Today was dry-- Battery strong no crank from starter after startng twice. when the KEY is turned to the Start position. One relay clicks on when KEY is put in START position but NO START>

Power is down to the starter I found out when I tried to use a screw-driver across the conections.---- QUESTION??? Is this a relay problem---if so--- Which one and where is it . I have the relay lay-out and some spares that I have resoldered. Or could it be the solonoid?? Thanks for any comments or ideas especially the RELAY ISSUE.
