Broken exaust bolt?? 700 1990

Exaust pipe has been rattling badly lately, so i got under there and snapped a picture.

It seems to be a broken bolt, but i cant get the C clamp looking thing off to replace it? and i dont have time to remove the whole exaust pipe...

can i just brake it off?
