cold start problem ( Low idle when cold ) 200

86 volvo 240 is having problems when started cold.
The idle is really low like 600 Rpms. When the engine warms up
the idle is at 900 rpms. I also have started having problems with
vacuume pressure since I cleaned the small vacuume tube that goes
to the pcv valve. When I acellerate the car I can hear a vacuume
whoosh sound from the vacuume canister in the car. Also when I shut
the car off I hear a whoosh sound from the canister loosing complete
pressure.
