89 245 rear springs 200 1989

I just tried to replace the rear springs on my wagon. I had everything set then went to loosen lower mounting bolt on the the spring seat and discovered that the nut just spins, and the bolt is not hex head, but flat. What next, have them cut off and replaced with hex bolts?
