air conditioner looses 'oomph' on grades 900 1996

My wife's '96 965 wagon's air conditioner looses power, she calles it oomph, (cool air stops coming out of the vents) while the vehicle is going up a grade. AC doesn't seem to cycle on or off, just "slows down to nothing" then comes out of it when vehicle is off the grade and levels out. Does just fine on level roadway even when giving it gas. Had it serviced last year and ran it a few times in the winter to lube the seals.

checked the FAQ's about 900 air conditioners problems but couldn't find anything on this problem. Maybe I missed it.
