Sway bar end link top nut torque value?? 900

Replaced entire front suspension on 95 940 wagon. Torque value of sway bar end link top nut is: "tighten so that the outer flats of the washers are 42mm apart."

The washers on either end of the 'link pin to sway bar' bushings are not "flat", rather they are 'saucer' shaped. Meaning, there are TWO flats on each washer.

Can some PLEASE clarify which "flat" the torque spec is referring to? The two flats that are farthest apart, or the two flats that are closest together?
