240 Window switch 200

1990 Volvo, I'm getting ready to buy it. Problem is power windows do not presently work. They started being faulty a month before, then in the last week just refused to work. Either all 4 worked or they didn't. Replaced fuses & window switch. No dice. They're all stuck in the up position. Thankfully the car has functional AC. Does this sound like a relay to everyone out there? What could it be.
