Testing the Idle Air Control 200 1989

Okay, now I'm really confused. I've got a check engine light on (and code indicating that the computer is compensating for an overly rich or lean mixture). I tested my IAC as per the Haynes manual (8 ohms across the terminals and applying 12 volts to the terminals). The piston inside the valve did not move when it was given the current. The Haynes says that this means it is bad and to replace it.

I ordered a new part from FCP Groton (really good guys over there, by the way) and gave the new one 12 volts across the terminals and IT DIDN'T MOVE!!! Does anyone know for a fact that the piston(valve) inside the IAC moves when you give it juice? Either the Haynes was wrong (and my original IAC was just fine) or the new one is bad from the factory.
