brake bleeding 200

1984 240 Wagon
Just replaced the front calipers,( Girling ) and am now having a hard time bleeding the system. The bleeder line seems clear of all air, but the pedal still goes all the way to the floor. I notice that the rebuilt calipers came with 2 copper washers. I assume these go between the brake fluid lines and the caliper, but as the old calipers didn't have these washers, I didn't install them. I thought the seal was formed by the "cone and cup" design of the brake line connection to the caliper. Am I wrong here, is the copper washer necessary? Checked all the previous threads, but couldn't find anything related.
