Problem Removing Steeering Gearbox 140-160 1969

When trying to unbolt the steeering gearbox in order to repair corroded paint under the brake master cylinder, I tried the top two bolts, heard a loud "crack" on each, then wound up just spinining them without them backing out.

What's the anchor on these? Is it a nut welded into the frame, or something?

Three of the fasteners look like studs, while the one top one is a bolt.

My guess is the combination of brake fluid/battery acid caused enough rust in the area to corrode the stud and bolt at the frame.

What can I do?
