Front end shake at 65 MPH

1992 Volvo 740/Turbo Wagon. (176,000 Miles) I have had my tires balanced many times to try to combat this shake. Tie rods are tight (both sides). Front end bushings replaced (not all though). Local Volvo tech said rack and pinion sometimes slipped on some of these models but he checked it out and it was good. New struts with new bushings and new front springs. The car has not always had the shakes but has aquired it from something (lack of alcohol). This is driving me batty. (no pun intended). I need some guidance. I thought about checking the transmission bushing to see if that was the issue but haven't had a sunny day. Any help is appreciated.
