Instrument cluster wacko....temperature and fuel gauge inoperable 200 1989

I'm trying to sell my old 240...too many cars and wife wants to downsize the parking lot. The 240 pretty much sat in the same spot all winter other than starting it up to run for a while at least every other weekend.

Now of course when I want to sell, the gas and temperature gauge no longer work. They worked fine prior to winter. Bently manual said to check the voltage regulator for 10 +/- 0.2 volts on the output. I get 7.5, so I assumed that was the problem, but when I checked the regulator on what's left of another instrument cluster I have I get the exact same reading...what gives? I'm pretty sure I'm measuring right, but maybe it's something else????
